Energy communities: solving global challenges locally

As Europe grapples with an energy crisis, the need for sustainable solutions has never been more pressing. Our overreliance on fossil fuels calls for a paradigm shift that places local communities and authorities at the forefront of the energy revolution. Enter renewable energy communities, a way for local communities to gain control over the source, distribution, and cost of their energy.

Our workshop ‘energy communities: solving global challenges’, organised together with the Greens/EFA group in the European Parliament in the context of EURegionsWeek, shed light on this transformative movement. Ralf Frühwirt, a seasoned local councillor, shared his firsthand experience of establishing and running a renewable energy community. Heleen Schockaert represented REScoop.eu, the European federation of citizen energy cooperatives, while Jakop Dalunde, a member of the European Parliament, provided invaluable insights from the European level. Moderated by Sara Giovannini from EnergyCities, the workshop was kickstarted by Josef Frey, vice-co-president of the Greens in the CoR and CoR Rapporteur on the EU electricity market design.

Unravelling the Power of Community Energy: The workshop aimed to clarify the concept of community energy and unravel its numerous benefits. Since its integration into the EU legal framework in 2019, energy communities are open and voluntary, meaning that everyone has a right to become individually or collectively part of them. Tangible examples illuminated the process of setting up such communities, with an emphasis on the vital role local and regional authorities can play in supporting this venture. Renewable energy communities emerged as a crucial channel for addressing a myriad of challenges while contributing to EU energy and climate objectives through democratic participation.

Tackling Key Challenges: Energy poverty, fossil fuel dependence, and public resistance emerged as mail challenges that energy communities are well placed to overcome. The speakers showcased projects dedicated to integrating households at risk of poverty or vulnerability. They also advocated for more effective transposition of EU legislation at the national level to promote local ownership.

Overcoming Obstacles: Despite the evident benefits of local ownership, stumbling blocks in the form of information gaps, financing woes, and legal impediments often obstruct the path to establishing a local energy community. The speakers did not just identify these challenges: they also offered tangible solutions, empowering participants to take proactive steps at the national level, especially in instances where their governments fall short in supporting local energy endeavours.

Renewable energy communities play a catalytic role in Europe’s quest for sustainable energy solutions. By placing communities and local authorities at the helm, we can overcome the current energy crisis and overreliance on fossil fuels. As the speakers aptly demonstrated, the power to effect change lies within our communities.
