The Oceans Pact, a vital opportunity to turn the tide: Addressing the urgency of marine ecosystem protection and restoration

The European Committee of the Regions unanimously adopted an “Outlook opinion on the European Oceans Pact”, led by Mätta Ivarsson (SE/GREENS), member of County Council, Skåne region, during the Plenary session on April 3rd.

Recognising the crucial role of local and regional authorities, the opinion calls for their active involvement in shaping the Oceans Pact, alongside civil society, businesses, academia, and national governments, ahead of the Pact’s expected adoption in mid-2025. 

Oceans are essential for CO2 absorption, biodiversity, and the long-term economic prosperity of millions, particularly in coastal and disadvantaged regions. Therefore, the opinion advocates for a comprehensive ocean legislation, that promotes a sustainable ocean management and ensures the health and resilience of oceans, and thus the prosperity and well-being of EU’s coastal communities.

“The EU Oceans Pact is a vital step towards a resilient, sustainable and a prosperous future for our maritime regions. Let us ensure that our policies align with the needs of local communities, scientific evidence and urgency of climate action.”, said Greens rapporteur, stressing the need to take urgent action to safeguard marine ecosystems.

Given the severe challenges posed by environmental degradation, climate change, and biodiversity loss, the opinion advocates for an ecosystem-based approach that respects ecological boundaries, prioritises pollution prevention and marine ecosystems preservation and restoration. Doing so would foster a balanced and sustainable development across all regions, ensuring EU’s long-term food sovereignty and job creation. As highlighted by rapporteur Mätta Ivarsson (SE/GREENS), “a well-preserved marine environment underpins economic stability and helps mitigate climate change impacts”.  

To enhance local resilience and adaptability, the opinion calls for tailored financial mechanisms aligned with local needs, including investments in research, marine ecosystem restoration, and sustainable blue economy initiatives, to ensure impacts are delivered on the ground.

Particular attention is given to the role of coastal communities and small-scale fisheries, which contribute significantly to local economies and engage in environmentally friendly practices. It calls for a shift towards a circular economy focused on local and sustainable seafood production, reducing reliance on imports and industrial fishing practices that drive overfishing.

They regulate our climate, sustain biodiversity, and support millions of livelihoods. Yet, they are under escalating pressure, endangering coastal communities, maritime industries, and marine ecosystems. The EU Oceans Pact is a vital opportunity to turn the tide, and we support making it a strong and effective tool to protect our seas.”
